The second-generation iPad mini does not have a set release date yet, and new reports are pinpointing the likely reason for the delay.
In November 2012, Apple launched the original iPad mini and 9.7-inch iPad with Retina Display on the same day. In 2013, however, Apple pulled the trigger and the iPad Air launched first.
Apple has confirmed the iPad mini with Retina Display, or iPad mini 2, will launch "later in November" during the Oct. 22 keynote presentation from San Francisco, Calif.

One likely reason for the iPad mini 2's late November launch have been linked to its manufacturers.
During Apple's latest earnings report, CEO Tim Cook admitted that he is unsure if the Cupertino-based organization will have enough inventory for consumer's demand.
According to ET News, one manufacturer, Sharp, has allegedly encountered "great difficulties" with the LCD burn-in Retina Display panels. Unnamed sources have claimed Sharp's TFT technology is related to the burn-in issues, in addition, the company has provided low yield rates. It is unknown, however, how many panels Apple provided for the iPad mini.
Apple confirmed the iPad mini 2 on Oct. 22. The iPad mini 2 will officially sport the Retina Display with 2,048x1,536 pixels and a pixel density of 326 pixels per inch. The second-generation iPad mini runs twice as fast than the original tablet due to the 64-bit A7 chip and can last up to 10 hours of battery life. The iPad mini 2 utilizes a 5 megapixel rear-facing camera and 1080p HD video.
When it comes to prices, the 16GB iPad mini 2 is priced at $399, $499 for the 32GB model, $599 for the 64GB model, and $699 for the 128GB model.
The prices with cellular technology will increase the price of the second-generation tablet. With the launch of the iPad mini 2, the original 7.9-inch tablet will get a price decrease to $299 for the 16GB model and $429 with cellular data.
