Although Nokia stated the Windows Phone 8 Amber Update would finish its rollout by the end of September, Lumia device owners in Canada and the United States (U.S.) are still waiting for the improvements.
Starting in Canada, two Lumia smartphones from five mobile carriers have not received the Amber Update.

The Lumia 520 is listed under "Waiting for approval" for subscribers under Chatr Wireless, Koodo, PC Mobile, Rogers, and Telus.
The Lumia 620 from Koodo is also waiting approval, however, Telus costumers are able to receive the Windows Phone 8 Amber Update.
Finally, for Canadians, the Lumia 920's Amber Update is available from sole carrier Rogers.
In the U.S., the Lumia 521 and Lumia 810, which are exclusive smartphones for T-Mobile costumers, are able to receive the update.
The Lumia 620 update from AIO Wireless is "Waiting for approval."
AT&T's Lumia 820 and Lumia 920 smartphone owners are also categorized in the "Waiting for approval" stages.
Lastly, Verizon Wireless has rolled out the latest Windows Phone update for the Lumia 822 and Lumia 928.
Nokia has defined "waiting for approval" as undergoing final test with either the specific country or mobile carrier before approval.
As Latinos Post reported, Nokia did not rollout the Windows Phone 8 Amber Update in one huge distribution to ensure "quality standards."
"To ensure the software update meets our quality standards, we're running multiple tests with various country variants and operators," wrote Nokia Conversations' Ian Delaney. "We make the updates available to you as soon as we complete testing. With Lumia Amber we expect to have the update arriving in all Lumia Windows Phone 8 phones by the end of September. Be patient - it's coming!"
According to Nokia, "To make sure you don't miss out on the notification, check on your phone that under Settings > Phone Update > 'Tell me when updates are available for my phone' is enabled."
The Windows Phone 8 Amber Update includes improvements to the Nokia Lumia's camera, particularly the auto focus, noise filter, and low-light photo-taking capabilities, to name a few tweaks.
