The Windows Phone 8 Amber Update has arrived in Australia, but it is limited to a couple of Nokia Lumia devices.
The Lumia 920 has received the Windows Phone 8 Amber Update but with carrier Telstra.

The update is also available with the Lumia 820 via mobile carrier Optus.
Nokia has defined the term "waiting for approval" as undergoing final test with either the specific country or mobile carrier before approval. The definition for "coming soon" means the update has been approved but is in "final pre-release checks."
As of Aug. 30, the Nokia Lumia 520 will receive the Windows Phone 8 Amber Update, but it is "Waiting for approval" from carriers Telstra, Vodafone, and a "Country variant" in Australia.
The Lumia 620's Windows Phone 8 Amber Update is listed as "Coming soon" while the Lumia 720 is waiting approval from a "Country variant."
Vodafone's Lumia 720 is in the "Waiting for approval" phase.
As Latinos Post noted, the Windows Phone 8 Nokia Lumia Amber Update improves the smartphone's camera, particularly the auto focus, noise filter, and low-light photo-taking capabilities, to name a few.
According to Nokia, "To make sure you don't miss out on the notification, check on your phone that under Settings > Phone Update > 'Tell me when updates are available for my phone' is enabled."
