"We apologize for the significant inconvenience caused by our developer website downtime," stated the notice Apple posted on its Developers webpage. "We've been working around the clock to overhaul our developer systems, update our server software, and rebuild our entire database. While we complete the work to bring our systems back online, we want to share the latest with you."
The statement by Apple noted that it will restore software downloads, which will include the latest betas of iOS 7 and OS X Mavericks.
Apple has managed to release OS X Developer Preview 4 1.0 and while the official changes are not 100 percent confirmed, small details have been found.
According to 9to5Mac, new features in the fourth OS X Mavericks beta include a new Time Machine icon while taking a backup, ability to scroll through windows while in Mission Control, and a new installation screen.

In regards to the next iOS 7 beta update, a midweek release has been considered as "strange" according to Phones Review, but the next likely date would be next Monday, July 29 by 10 a.m. PST.
iOS 7 and OS X Mavericks was first announced on June 10 at the keynote presentation of Apple's annual Worldwide Developers Conference (WWDC). Since the June 10 confirmation, beta updates for iOS 7 and OS X Mavericks have been available every two weeks on Mondays. With no iOS 7 beta update on July 22, it has evidently broke the pattern.
