Patty is told not travel after her water breaks. However she does not obey. In the meantime Pablo escapes to Panama with Gonzalo. He is greeted by Patty.
El Chili and his friend remain in Medellin being chased by the police. The police raid his sister's house and find Chili but he lies under an alias Carlos Moreno.
Pablo and his associates stay in Panama trying to figure out how to absolve themselves. They plan to negotiate with the government proposing that they no longer work exporting drugs as long as they keep their capital and not go to jail.
The police continue their search torturing Fabiola, a prostitute who was with El Chili. Fabiola confesses that she was with El Chili and he escapes from the police.
Meanwhile Pablo makes a phone call to Regina. She asks him why he isn't owning up to his legal responsibilities. He denies everything and asks her to find someone to talk to the President so that he could meet with him personally.
The police continue questioning Fabiola and she reveals that El Topo works for Escobar. The police promises to protect her from the cartel.
Escobar meets with a former Colombian President to negotiate Pablo's return to Colombia. Escobar promises to hand himself to the police. The president asks Pablo if they kill Lara Bonilla, but Escobar denies it. He blames it on the US government and the Drug Enforcement Administration. Pablo offers them the end of the war and the end of the drug trade in Colombia. And he promises to return the money obtained from the Drug Trade to the Colombian government. With that money, the government would be able to pay off the debt they owe to the US government.
Pablo gets a call stating that the negotiations are going well.
The newspapers publish an article that states that the government is negotiating with the mafia.
El Topo goes looking for Fabiola and slashes her face for revealing Escobar's identity.
The President tells the press that the government has not talked to Escobar but that Escobar had sought out the government to make a deal.
Pablo does not take the news well that his negotiations with the government are falling apart.
Pablo and all the drug lords meet up to show them a video in which the Colombian government and the US government join forces to take out the drug traffickers. Pablo urges them to return to Colombia immediately.
