A continuation from 'Scandal' Season 2: Recap - Part I
The Cytron-Defiance rigging scandal has resurfaced with Hollis Doyle ( now threatening to reveal everyone involved if Olivia does not "take care" of U.S. Attorney David Rosen. Guilty over her involvement and its effects, she decides to turn in Hollis - but Cyrus hires a hitman to take him out as they believe he put a hit on the President. Minutes before the assassination is to take place, Pope & Associates discover Doyle did pay the assassin and former lover of Huck to perform the Cytron killing, but not assassinate the President. Huck arrives just in time to save Hollis' life.
It is revealed that Supreme Court Justice Verna Thornton was the one who hired the assassin to kill President Grant. Feeling betrayed, Olivia knows she can't turn the terminally ill Justice in as it will unveil all the wrongdoings, and everyone's involvement. When Fitzgerald Grant pays a visit to Justice Thornton, she explains everything (including her calling David Rosen to confess her sins) and in turn - he suffocates her making it look like an accident.
Now equipped with the rigging card from Defiance, Ohio and the information he needs to bring all secrets to light, David Rosen presents his findings to a grand jury. Cyrus' husband, James is in to testify, but lies to protect Cyrus though he knows the truth. His case is soon dismissed as Pope & Associate co-worker/lover Abby steals the memory chip. David loses his job and begins teaching to pay the bills.
In a shocker, Olivia finally leaves Davis and confesses her love to Fitzgerald promising to wait for him so he can divorce Mellie. Feeling betrayed, he reveals his knowledge of Defiance, her part and wants nothing more to do with him.
Fast forward 10 months later and David Rosen awakes to a murdered woman laying next to him. Doing some research, Pope & Associates discover she was prying around for Defiance info and left a flash drive in David's computer with high-level intelligence (remember "Albatross"). Around the same time, guest star Scott Foley plays Jake Ballard, a naval intelligence officer who President Grant secretly hired to keep tabs on Olivia (he sets up surveillance around her home), but ends up liking her.
During a SEAL teal rescue mission to retrieve CIA hostages, Fitz discovers there is a mole in his camp tipping off the bad guys. In "Boom Goes the Dynamite," Olivia and team discover the man who killed Wendy is the mole that leaked classified information about the hostages is CIA Director Osborne. As Jake is monitoring Olivia's home, he makes a copy of Wendy's flash drive and gives it to Grant informing him the CIA Director is the mole. Cyrus fires Osborne who later turns up dead after an apparent "suicide."
The last episode "Molly, You in Danger Girl" gets very tricky as speculation on who's the mole continues. Jack is seen talking to a mystery man who wants him to "take care of Olivia" after she discovers Osborne's death was a cover-up. An unknown assailant attacks Huck when he and Quinn are hot on the mole's trail. That man turns out to be Cyrus' go-to hitman.
In the world of love, Fitz reveals that Mellie and his meeting was no coincidence, but an arranged setup by his father. Olivia gives in to Jack's advances spending the night with him in his home. Stumbling upon live footage of her house, she tries to run but accidentally hits her head when Jake tries to calm her down. A masked gunman is seen roaming around her apartment. In the hospital, Fitz comes to visit her - closely embracing her.
