Italian Nokia Lumia smartphone owners are able to install the new Windows Phone 8 Amber Update, however, one mobile carrier is holding out.
According to Nokia, the Windows Phone 8 Amber Update will rollout for the Lumia 520, Lumia 620, Lumia 720, Lumia 820, and Lumia 920.

The Lumia 520's Windows Phone 8 has been available with mobile carries TIM and Vodafone.
Mobile subscribers with 3 Italy will apparently not receive the Amber Update as Nokia stated the update is "Not available" with the Italian smartphone carrier. Fellow Italian mobile carrier Wind is in the "Waiting for approval" stage of the Windows Phone 8 Amber Update for the Lumia 520.
According to Nokia, the term "waiting for approval" is defined as undergoing a final test with either the specific country or mobile carrier before approval.
In the regards to the Lumia 620, TIM and Vodafone have made the Windows Phone 8 Amber Update available, but Wind also remained in the "Waiting for approval" stage.
The Lumia 720's Amber Update is available via TIM and Vodafone. As seen with the Lumia 520 and Lumia 620, Wind's rollout of the Amber Update for the Lumia 720 are in the "waiting" phase as well.
The Lumia 820's update is available from 3 Italy, TIM, and Vodafone. Wind, again, is in the "Waiting for approval" stage.
Finally, the Lumia 920's Windows Phone 8 Amber Update is available with 3 Italy, TIM, and Vodafone. Wind, being consistent, is in the "waiting" stage.
The Windows Phone 8 Amber Update includes improvements to the Nokia Lumia's camera, particularly the auto focus, noise filter, and low-light photo-taking capabilities, to name a few tweaks.
According to Nokia, "To make sure you don't miss out on the notification, check on your phone that under Settings > Phone Update > 'Tell me when updates are available for my phone' is enabled."
