Apple Inc. has issued a statement in regards to the iMessage activation issue on iOS 7.
According to The Wall Street Journal, the Cupertino-based organization stated it's aware of the glitch.

"We are aware of an issue that affects a fraction of a percent of our iMessage users, and we will have a fix available in an upcoming software update," said Apple in a statement, via the Wall Street Journal. "In the meantime, we encourage any users having problems to reference our troubleshooting documents or contact AppleCare to help resolve their issue. We apologize for any inconvenience this causes impacted users."
As Latinos Post reported, iOS 7 launched worldwide on Sept. 18, but iPhone owners have complained about iMessage not being "activated." While Apple launched the iOS 7.0.2 update, the iMessage bug continued.

An example of the iMessage bug was shared on Apple Support Communities with VictorTran writing, "After downloading the new iOS7 to my iPhone4s I've been unable to send iMessages to other people. I am able to receive iMessages however cannot respond to them via iMessage. It continues to tell me that it is sending but never sends. I end up having to change the message to SMS and then send instead."
Until Apple releases an update to fix the matter, a common solution provided to iOS 7 users has been following a phone reset or tapping Settings, then General, then Reset, and finally Reset Network Settings.
iOS 7 is available for the iPhone 4S, iPhone 5, iPhone 5C, iPhone 5S, iPad 2, iPad 3, iPad 4, iPad mini, and the fifth generation of the iPod touch.
